She was born in Kennebunk on April 25, 1932, a daughter of Forrest and Olive (Thibeau) Brown. She graduated from Kennebunk High School.

Janet married her husband Arthur Gilblair on February 11, 1950. The couple raised three children together in Kennebunk.
